Tibitoc

The Tibitoc Plant Concession contract, in force between 1998 and 2018, establishes that a concessionaire will operate the plant and be in charge of water treatment during 20 years, for which the Bogotá Water and Wastewater Company reimburses the cost through a fee per meter cube of treated water at the company’s satisfaction.

Services rendered:

Ingetec S.A. rendered consultancy services for the Water and Wastewater Company for all activities related to the Tibitoc Treatment Plant upgrading contract under a concession system, including the definition of technical, financial and legal aspects for bidding purposes, up to final award of contract and preparation of tender documents.

During the planning stage of the concession contract, technical, financial and legal aspects, as well as general conditions were defined to determine the applicable standards and regulations to the concession contract.

Main characteristics:

As compensation, the concessionaire will undertake the upgrading of the Tibitoc Treatment Plant (Maximum flow: 10.5 m³/s), the rehabilitation of the 78” diameter, 34.5-km long Tibitoc - Casablanca pipeline, and will prepare an investment plan for the plant for a 20-year concession period.

In regard to the technical aspects, a definition and assessment of the minimum investments required was undertaken for the upgrading of the pumping and treatment equipment and the facilities of the Tibitoc Treatment Plant; as for the legal aspect, the legal frame was set for the concession contract for the plant and the mechanism for selection of the concessionaire; finally, in the financial aspect, a model was prepared to compute a 20-year projection of the production cost per m³ of water for the Water and Wastewater Company as supplied by the Tibitoc plant, including the refurbishing of the plant and rehabilitation of the 78” diameter pipe.
